  1. Between 1 September 2025 and 30 August 2026 how many applications for listed building consent did you determine?
  2. Between 1 September 2025 and 30 August 2026 how many applications for pre-application advice relating to listed buildings did you respond to?
  3. Between 1 September 2025 and 30 August 2026 what was the council’s total revenue from fees for pre-application enquiries relating to listed buildings?
  4. Between 1 September 2015 and 30 August 2016 what was the council’s total receipts from fees for pre-application enquiries relating to listed buildings?
  5. What are your current fees (or scale of fees) for pre-application enquiries for listed buildings?
  6. Do you provide free pre-application advice for minor enquiries such as “do I need listed building consent to paint my front door”?

Response

  1. Between 1 September 2025 and 30 August 2026 how many applications for listed building consent did you determine?
    • Answer: 43 – of these 40 were listed building consents and 3 were s.19 variation of condition applications, such applications result in the issue of a new replacement listed building consent and I am unclear if you would wish these reported as LBC are whether you would consider them to be different and want them excluded.
  2. Between 1 September 2025 and 30 August 2026 how many applications for pre-application advice relating to listed buildings did you respond to?
    • Answer:The council does not separate its received ADVICE applications in a way that allows us to search and identify which ones relate to listed buildings. The only way to identify such applications would be to manually search through each of the approximately 900 pre-application advice submissions received in this period and manually check addresses against constraints layers to identify listed buildings.
  3. Between 1 September 2025 and 30 August 2026 what was the council’s total revenue from fees for pre-application enquiries relating to listed buildings?
    • Answer: The council does not charge a fee for listed buildings advice and as such the answer, regardless of numbers, would be £0.00. Where the proposal would require both planning permission and listed building consent a fee is charged but this is in respect of the planning advice, not the listed building consent advice.
  4. Between 1 September 2015 and 30 August 2016 what was the council’s total receipts from fees for pre-application enquiries relating to listed buildings?
    • Answer: The council does not charge a fee for listed buildings advice and as such the answer, regardless of numbers, would be £0.00. Where the proposal would require both planning permission and listed building consent a fee is charged but this is in respect of the planning advice, not the listed building consent advice.
  5. What are your current fees (or scale of fees) for pre-application enquiries for listed buildings?
    • Answer: As stated above we do not specifically charge for listed buildings advice, only where the works proposed would also require planning permission and in that instance, it is the planning advice which is being charged for not the heritage advice. 
      For work such as an extension to a listed dwelling, we would charge our householder pre application fee of £73.20 (inc VAT) in respect of providing planning advice on the extension. For internal alterations or other works which would not require planning permission and only heritage advice is sought there would be no fee to pay.   6. Do you provide free pre-application advice for minor enquiries such as “do I need listed building consent to paint my front door”?
    • Answer: This type of enquiry would represent free listed buildings advice and would not be charged for. The council also operates a ‘duty officer’ system allowing very simple queries to be dealt with over the telephone without charge.
