I am trying to find information on a pre-app submitted for a site on Ash Lane, Costock, Loughborough, LE12 6UX

I believe I need to email yourselves to request this on a Freedom of Information request. The site has no named buildings at the address address, however consists of Title Numbers NT510832 and NT153863.

Please would you be able to provide the following information:

• Any pre-app's lodged on sites in Ash Lane, Costock, Loughborough, LE12 6UX between February 2025 and todays date (25/08/2026).
• Please could you also provide any response from the Council to these pre-apps above.

Response

The council does not maintain a register of geographic data searchable by Land Registry title number. Whilst Land Registry data is publicly accessible it is behind a paywall and as such the council cannot freely access geographic data on the Land Registry title numbers (ie the title plans linked to these two title numbers) which you have provided in order to identify the site in question.

In order to proceed with your request, you would need to identify the land in question to us in a way which does not involve paying, speculatively, for access to third party data. 

It should be noted in advance that pre-application advice requests are treated as confidential and commercially sensitive and will regularly be withheld from release under Section 41 of the Freedom of Information Act which exempts the release of information provided to the council with an expectation of actionable confidentiality. 

Section 41 would not exempt release of the council’s response to pre-application requests, however Section 43 may apply which exempt release of date where its reales may prejudice commercial interests and there is no overriding public interest behind release.

Without being able to identify the site in question and review the nature of the pre-application file to which your enquiry relates I cannot confirm if these exemptions would apply, I can only advise you that they may apply given that you may need to incur costs of your own to obtain and provide title plans to enable us to identify the land to which your enquiry relates.
