There has occurred five parachute jump incidents in the past twenty-four-month period that have resulted in the deaths of six people, at work or in connection with work. Obviously, this relates to both worker and public safety, which in turn is a matter of public concern.   
We are conducting a survey of Local Authorities and Police Constabularies in which the various Parachute Training Organisation (PTO) drop-zone centres are located.

Freedom of Information Request under the Freedom of Information Act 2000 Regarding: PTO Skydive Langar

  1. Can you please explain your Statutory Inspection regime as it relates to this business premises, including the number of visits in the past five-year period and any Enforcement Notices served?  
  2. Can you please provide the number of injuries to parachutists (work-related or participants) and other members of the public, and dangerous occurrences related to parachute jumps reported to Rushcliffe Borough Council in the past five years under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013?  
  3. Can you please explain precisely what advice and guidance Health and Safety Executive has provided Rushcliffe Borough Council regarding the application of the Health and Safety at Work etc. Act 1974 and its associated Statutory Instruments to work-related parachute jumps, training and parachute equipment, and the business undertaking and premises in general?
  4. Can you please explain what independent technical expertise Rushcliffe Borough Council  has available or could access should a serious parachute jump incident occur?  

Response

  1. Inspections are based on Health and Safety Executive prioritisation 67/2 guidance. No enforcement notices have been served in the past five year period at the referenced premises.
  2. Nothing reported to Rushcliffe Borough Council during that previous five year period.
  3. No advice and guidance has been directly provided. We would always consult or obtain advice on a reactive basis. Or we would speak to our regional Health and Safety Executive representative.
  4. We would procure expertise when required. We would also refer/access the Civil Aviation Authority, who would take lead for serious incidents.
