Decision
To award of construction contract to the lowest value compliant tender for the Sir Julien Cahn Upgrade and Refurbishment works to CEL Group (1989) Ltd to the value of £612,000 to enable the project to progress without further delay.
Reasons for decision
Competitive tender exercise undertaken and CEL Group (1989) Ltd provided the lowest value compliant tender.
Alternative options considered and rejected
The scheme could be scaled back or abandoned but doing so even to a limited extent would be to the detriment of the overall scheme in terms of user experience and operational efficiency. If done in any substantive way, this would likely necessitate a re-tender.
The key elements of the scope which relate to decarbonisation and fabric thermal upgrade work broadly account for about a third of the tender value, but the inter-dependency between them and the other more general refurb and upgrade works means that they would be difficult and more expensive to deliver separately. Also, there would be little point in delivering the general refurb and upgrade work without the decarbonisation and fabric thermal upgrade work. Indeed, certain fabric thermal upgrade works would have to be carried out to comply with current Building Regulations.
