I would like to request the following data regarding delayed housing developments in Britain:

Please provide a list of housing developments in the area covered by Rushcliffe Council that have experienced delays in completion during the period 1 January 2020 to 31 July 2025.

For each delayed development, please provide the following:

  • Name and/or address/location of the development
  • Planning application reference number
  • Originally expected completion date
  • Actual or most recent known completion date (if completed or ongoing)
  • Status (e.g. not started, in progress, paused, abandoned, completed late)
  • Any available reason(s) recorded for the delay

Response

Over the past decade, housing delivery nationally has been unpredictable due to changing economic conditions and the Covid 19 Pandemic. This has involved an increase in delays to sites being built out and lapses in permission. It's therefore now more difficult to:

  1. predict accurate trajectories for site build-out
  2. monitor site trajectories
  3. define when a site is stalled

As such, the council doesn't have a list of stalled sites according to prescribed completion dates or a formal record of the reasons for which sites have stalled. Information relevant to your request is contained within the monitoring reports and Housing Land Availability reports attached to this response. The Monitoring Reports contain rough trajectories for commitments across the borough for the period 2020-2025. For strategic sites, a similar indicative trajectory is contained within Appendix D of the Rushcliffe Local Plan part 2: Land and Planning Policies. The HLA reports contain completions data for each year and as such will identify where build outs have differed from those in the trajectory. The 2025 HLA is yet to be published but will be available online when it has been.
