I am trying to establish how the council procures its external litter bins and have the following questions:

  • What has the council spent in each of the last 4 years to March 2021 on external street and park litter bins?
  • Going forward how is the budget expected to change and by how much?
  • Who have been the top 5 suppliers of litter bins in each of these years?
    • What Model of litter bin was purchased from each company?
    • How much did the council spend with each?
  • Has the council followed a tender process? If so, can you provide details including when any existing contracts come to an end.
  • If the council does not follow a tender process, how does the council select its supplier?
  • Does the council have a policy for renewals of litter bins? If so, please can I have a description.

  • What has the council spent in each of the last 4 years to March 2021 on external street and park litter bins?
    • 2017-18 = £6,450
    • 2018-19 = £6,200
    • 2019-20 = £9,200
    • 2020-21 = £12,200
  • Going forward how is the budget expected to change and by how much?
    • We anticipate that the budget will remain relatively stable as we are holding enough stock to run a replace-and-refurbishment programme, so bins will be refurbished at 50% of the new cost which will offset any demand for more bins. From 2019 to 2021, we increased the purchase of bins to increase the stock flexibility to support the refurbishment programme.
  • Who have been the top 5 suppliers of litter bins in each of these years? Wybone and Broxap.
    • What Model of litter bin was purchased from each company?
      • Wybone - ASB50 post mounted litter bin, Never Rust Floor Litter Bin and Dog Waste Bin with Chute.
      • Broxap - Derby E Slimline Floor Bin and the Derby Double E floor bin. 
    • How much did the council spend with each?

  • Has the council followed a tender process? If so, can you provide details including when any existing contracts come to an end.
    • The purchase amounts are under the tender requirements in the Council's financial regulations.
  • If the council does not follow a tender process, how does the council select its supplier?
    • Follow the 'best value for money' standing orders, requiring regular checks on market comparator costs and requests for quotes.
  • Does the council have a policy for renewals of litter bins? If so, please can I have a description.
    • Bins are assessed every 5 years. Floor and post mounted bins that can be refurbished are returned to the manufacturer for refurbishment and then placed back into stock for re-using. Bins that cannot be refurbished, are used to the end of days, replaced and recycled for component parts.
