Most of the questions requested below are not applicable to Rushcliffe Borough Council as Blue Badges are issued by Nottinghamshire County Council, and any reports of misuse or seizures are dealt with by the County. Regarding this question: The total number of Penalty Charge Notices (PCNs) issued where Blue Badge misuse was identified or suspected.
The total number of PCNs issued for Code 87 (Parked in a designated disabled person’s parking place without displaying a valid disabled person’s badge in the prescribed manner) between 01/01/2023 and 31/12/2025 is 1065. This figure does not specifically indicate PCNs issued based on misuse as to collate this data would significantly surpass the 18 hour threshold, due to having to review each case separately.
The right of access to information is modified by a number of provisions including section 12(1) of the FOIA which provides: 12. — (1) Section 1(1) does not oblige a public authority to comply with a request for information if the authority estimates that the cost of complying with the request would exceed the appropriate limit. The appropriate limit for local authorities has been set at £450 (equivalent to 18 hours of officer time charged at a flat rate of £25 per hours) by The Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulation 2004 SI 2004 No 3244.
