Community Asset Transfers

Community Asset Transfers

Community Asset Transfer (CAT) enables eligible community organisations to apply to take responsibility for Council-owned land or buildings that have a current or potential community use.

The aim is to support community ownership where this can deliver clear social, economic or environmental benefits, while ensuring that public assets are appropriately protected.

You can read our full Community Asset Transfer Framework for further information.

Who can apply?

Applications can be made by eligible not-for-profit organisations, including:

  • parish and town councils
  • registered charities
  • charitable incorporated organisations
  • community interest companies
  • community benefit societies
  • companies limited by guarantee
  • constituted community groups.

Organisations must be able to demonstrate appropriate governance, financial sustainability and the capacity to manage the asset.

How does the process work?

The first stage is to submit an Expression of Interest.

Once a valid Expression of Interest is received, details of the opportunity will be published on this webpage for 21 working days and the relevant Ward Councillors will be notified. Other eligible organisations can submit an Expression of Interest during this period.

The Council will then consider the Expressions of Interest received and decide which organisation or organisations will be invited to submit a full application

Before you apply

Taking on an asset can involve significant financial, legal and property-management responsibilities. Applicants are responsible for carrying out their own due diligence and may be required to meet costs associated with the proposal and transfer.
