Subject:
Rushcliffe Borough Council’s current and projected housing delivery, five year supply, windfall allowance, and associated evidence. This request concerns both:
- The currently adopted Rushcliffe Local Plan (to 2029); and
- The emerging Greater Nottingham Strategic Plan (GNSP), which remains unadopted but for which preparatory evidence has been produced.
I would be grateful if the Council could provide the following information:
A. Current Adopted Local Plan (to 2029)
- Current Five Year Housing Supply
Please provide:
- The Council’s current five year housing land supply figure (expressed in years).
- The date on which this calculation was undertaken.
- The methodology used (e.g., Sedgefield or Liverpool approach, buffer applied, adjustment methodology, and any incorporated delivery assumptions).
- Housing Delivery to Date
Please confirm:
- The number of dwellings delivered to date under the current adopted Local Plan.
- An annual breakdown of completions since the plan’s adoption.
- Sites with Over Delivery
Please identify:
- Sites that have delivered more dwellings than originally forecast in the Local Plan.
- For each site: the forecast number vs. the actual number delivered, including the site name and location.
- Forecast Housing Delivery to 2029
Please provide:
- The projected number of dwellings expected to be delivered between now and the end of the plan period in 2029.
- A site specific and location based breakdown of these projected completions.
- Windfall Housing Contributions
For the whole current Local Plan period, please provide:
- The number of dwellings delivered on windfall sites.
- The locations of these sites.
- The projected future contribution of windfall development to 2029, including any assumptions, modelling, or evidence base used.
B. Greater Nottingham Strategic Plan (GNSP)
Recognising that the GNSP is not yet adopted, this request concerns the preparatory work, modelling, and evidence underpinning the current draft.
- Projected Five Year Housing Supply (Post 2029)
Please provide the projected five year housing land supply position for Rushcliffe from 2029 onwards, as set out in or used for the preparation of GNSP evidence. - Projected Housing Delivery (Annual and Cumulative)
Please provide:
- The projected annual housing delivery for each year of the GNSP period.
- The cumulative total across the plan period.
- Distribution and Location of Projected Housing Delivery
Please provide:
- The site specific and spatial distribution of the projected housing contributions used in GNSP preparation.
- The forecast number of dwellings per location or allocation.
- Windfall Allowance Under the GNSP
Please provide:
- The windfall allowance used in preparing the GNSP.
- The justification or evidence base supporting this assumption.
- Whether windfall contributions are expected to come from specific locations or borough wide.

- Current Five Year Housing Supply
Please provide:
- The Council’s current five year housing land supply figure (expressed in years). The Council's most up to date housing land supply figures are published within the Local Plan Monitoring Report. This is available on the Local Plan Monitoring webpages.
- The date on which this calculation was undertaken. This is not recorded.
- The methodology used (e.g., Sedgefield or Liverpool approach, buffer applied, adjustment methodology, and any incorporated delivery assumptions). The figure is calculated using the government's standard methodology, this is laid out in the "5 Year Housing Land Supply Assessment" - see link above.
- Housing Delivery to Date
Please confirm:
- The number of dwellings delivered to date under the current adopted Local Plan. The number of dwellings delivered under the Rushcliffe Core Strategy (2014) is laid out in the Local Plan Monitoring Report - see link above in question 1.
- An annual breakdown of completions since the plan’s adoption. An annual breakdown of completions since adoption of the Rushcliffe Core Strategy (2014) is laid out in the Local Plan Monitoring Report - see link above in question 1.
- Sites with Over Delivery
Please identify:
- Sites that have delivered more dwellings than originally forecast in the Local Plan.
- For each site: the forecast number vs. the actual number delivered, including the site name and location. Both "Allocation Progress" detailing the number of dwellings built on allocated sites as well as their assumed trajectories are recorded in the Local Plan Monitoring Report - see link above in question 1.
- Forecast Housing Delivery to 2029
Please provide:
- The projected number of dwellings expected to be delivered between now and the end of the plan period in 2029.
- A site specific and location based breakdown of these projected completions.A housing trajectory is available within the Local Plan Monitoring Report. This demonstrates predicted yearly completions on both allocated sites as well as windfall sites within the plan period - see link above in question 1.
- Windfall Housing Contributions
For the whole current Local Plan period, please provide:
- The number of dwellings delivered on windfall sites - Delivery on windfall sites is recorded as part of the annual Housing Land Availability Report. Yearly completions on windfall sites within the current plan period were used to update the projected windfall figure and are available in the SHLAA supporting evidence report.
- The locations of these sites - see parish windfall table below
- The projected future contribution of windfall development to 2029, including any assumptions, modelling, or evidence base used. The information required is contained in the links above.
B. Greater Nottingham Strategic Plan (GNSP)
Recognising that the GNSP is not yet adopted, this request concerns the preparatory work, modelling, and evidence underpinning the current draft.
- Projected Five Year Housing Supply (Post 2029)
Please provide the projected five year housing land supply position for Rushcliffe from 2029 onwards, as set out in or used for the preparation of GNSP evidence. The GNSP doesn't allocate new sites within Rushcliffe for residential development. As such there are no 5 year housing land supply projections associated with it. - Projected Housing Delivery (Annual and Cumulative)

- Whether windfall contributions are expected to come from specific locations or borough wide. Windfall assumptions are based on average deliveries borough wide and as such where this delivery will occur isn't predicted.
