      • Our self build register is administered jointly between ourselves and 4 other councils across the Nottingham Core Housing Market Area. People were frequently registering with more than 1 authority and more so with more affluent authorities within the HMA. This significantly inflated local demand above actual demand and skewed what the actual local need was for some constituent councils, thus a local connection test was introduced to show a more accurate record of local demand.

        guidancenotes.pdf . People are removed from the register if no response is received from people on the register. For c, we do not hold details of the numbers of people removed from the register prior to October 2022 as we are required to
        delete personal information under GDPR if we no longer require it. Fortunately the Government return now requires us to report numbers to them since the 2023 return. The 2023 figure can be found in the link to government return provided in the answer to Q1-4. Then number of people removed from the register in the period 2023-2024 is 31, with 19 being removed from part 1, and 12 being removed from part 2

    • We only monitor permissions as we are only required to grant enough permission under the Act. We do this through interrogation of our CIL exemption records and through capturing planning permissions granted with either a planning condition or a section 106 agreement
  1. How does the Council identify that an application is for self-build and custom housebuilding, meets the legislative definitions in the 2015 Self-Build and Custom Housebuilding Act (as amended by the Housing and Planning Act 2016 and the Levelling Up and Regeneration Act 2023) and meets the Self-Build and Custom Housebuilding section of the PPG requirement for the Council to be satisfied that the initial owner of the home will have primary input into its final design and layout?
    • Through the CIL exemption process. Certain types of documentation have to be provided to the council for an exemption to apply. Part 1 of a Self-Build Exemption Claim requires the claimant(s) to make a declaration that the project is a self-build project ('Self Build' for the purposes of CIL exemption is defined as all homes built or commissioned by individuals or
      groups of individuals for their own use, either by building the home on their own or working with builders).
    • Part 2 of a Self-Build Exemption Claim requires the submission of various pieces of evidence within 6 months of completion of the self-build property to demonstrate proof of occupation, along with one of the following items to demonstrate the build as being carried out as a selfbuilt project:
      (a) An approved claim from HM Revenue and Customs under 'VAT431NB: VAT refunds for DIY housebuilders'
      (b) Proof of a specialist Self Build or Custom Build Warranty for the development
      (c) Proof of an approved Self Build or Custom Build Mortgage from a bank or building society for the development.
    • The Borough Council has discretion to accept other forms of evidence but will generally only do so when agreed in advance (at the point that the Part 1 claim is made). The Borough Council has previously accepted Professional Consultant Certificates (PCCs) in lieu of a specialist Self Build or Custom Build Warranty.
