Information about approach to antisemitism following adoption of International Holocaust Remembrance Alliance Definition of Antisemitism.

Response

1. Definition of antisemitism

1.a You informed us on 2 September 2020 that the International Holocaust Remembrance Alliance Definition of Antisemitism ('IHRA Definition') was adopted by Rushcliffe Borough Council in November 2018 by the Executive Management team. It is not clear if the examples were included in the adoption.

See antisemitism.org/definition for more information about the IHRA Definition and the IHRA statement on the integrality of the examples.

  • This was adopted in November 2019, as per our correspondence with you in 2020.

Please confirm the precise date of adoption of the IHRA Definition by the Council and provide a working link to the minutes/motion evidencing the adoption.

Kindly clarify whether the examples were intended to be included in the adoption or whether they were specifically excluded.

  • We do not have a formal minute, however our adoption and how we make reference to the definition and examples can be evidenced from the following page on the Council’s website relating to Community Safety.

1.b Since adoption by the Council in November 2018, please confirm if any motions amending or rejecting adoption have been passed or defeated by the Council (including any amendment of adoption to include the examples)?

  • No motions have been raised.

1.c If your answer to Q1b is yes, kindly confirm what was amended the date of amendment/rejection and a copy/working link to the motion/minutes amending or rejecting adoption.

  • Not applicable.

2. Codes of Conduct

2.a Has the IHRA Definition been incorporated into the members' code of conduct?

  • It is not specifically included in the wording of the code of conduct but would be referred to and given consideration if relevant to an alleged breach.

2.b Has the IHRA Definition been incorporated into the officers' and employees' code of conduct and conditions of employment?

  • It is not specifically included in the wording of the code of conduct but would be referred to and given consideration if relevant to an alleged breach.

2.c Who is the person responsible for investigating or monitoring alleged breaches of the council's codes of conduct? Please provide their name, job title, e-mail address and direct telephone number.

3. Complaints

3.a Is the IHRA Definition used to define antisemitism for disciplinary purposes?

  • While the definition isn’t specifically used within the wording of the disciplinary policy, the definition would be referred to for any relevant allegations being considered as part of disciplinary proceedings.

3.b If not, how is antisemitism defined for disciplinary purposes?

  • See response to 3(a) above.

3.c How many complaints resulted in disciplinary action?

  • Not applicable

3.d How many complaints resulted in no disciplinary action?

  • Not applicable

4. Equality, diversity and training

4.a Who is responsible for complying with Rushcliffe Borough Council's legal obligations in relation to equality and diversity? Please provide their name, job title, e-mail address and direct telephone number.

4.b What training does Rushcliffe Borough Council provide to its members, officers and employees specifically on antisemitism as opposed to generally against all forms of discrimination prohibited under the Equality Act 2010?

  • Anti-Semitism is covered as part of training on all forms of discrimination, rather than on targeted/specific training relating to anti-Semitism on its own.

4.c If such specific training on antisemitism is provided, is it conducted by Rushcliffe Borough Council in-house or is it outsourced to a training provider?

  • Not applicable

4.d If such specific training on antisemitism is outsourced, which organisation(s) provide the training?
