Please confirm the legal/statutory status of of a RBC Standing Advice document. In particular is Standing Advice to be followed at all times (as the name suggests) or do Officers of the Council have discretion over implementation. The particular Standing Advice Document I am interested in is Ecological Standing Advice for Planning Applications in Rushcliffe - Protection of species, sites and habitats - which can be found on the Ecology in Planning page.

Standing advice has no legal status, it is simply advice about other policy documents and regulations, which may be internal (e.g. Rushcliffe Borough Council policies) or external (e.g. national statutory regulation); these policy documents and regulations will have varying levels of legal status, depending on their source.
