  1. How many Warrants were issued to Enforcement Agents in 2024/2025 for Road Traffic Contraventions (including CAZ, Parking, Moving Traffic, off-street car parks etc)
  2. Which Enforcement Agents do you currently use for debt recovery
  3. Are you currently under a contract or SLA and when does this expire (inclusive of any extension periods)
  4. What average % gross collection rate is achieved across the contract (ie Total collection/total debt passed to agents)
  5. Who is the Service Manager responsible for monitoring this contract and their contact details.

If you carry out debt recovery for other local authorities please can you provide a collective figure and state which authorities are included. If another Local Authority manages debt recovery on your behalf please state which authority.

Response

On-Street parking and contraventions are dealt with by Nottinghamshire County Council.

  1. How many Warrants were issued to Enforcement Agents in 2024/2025 for Road Traffic Contraventions (including CAZ, Parking, Moving Traffic, off-street car parks etc)
    • Answer - For financial year 2024-25 we have issued 138 warrants for PCNs served by Rushcliffe Borough Council for car parks
  2. Which Enforcement Agents do you currently use for debt recovery
    • Answer - A new contract was awarded to the following enforcement agents from the 1st November 2025. Marstons, Jacobs, Newlyns and then JTR solely for recycles debts.
  3. Are you currently under a contract or SLA and when does this expire (inclusive of any extension periods)
    • Answer - The contract was awarded on the 1st November 2025. The contract length will be for 3 years from 1st November 2025.
  4. What average % gross collection rate is achieved across the contract (ie Total collection/total debt passed to agents)
    • Answer - Due to a new contract being awarded on the 1st November 2025, we have not yet established a % gross collection rate for the current contract.
  5. Who is the Service Manager responsible for monitoring this contract and their contact details.
