Littering Fines

  1. Do you issue fines for littering? (YES/NO)
    • We issue fixed penalty notices, only the court can issue fines. I presume you are referring to FPN’s
  2. If so, at what level do you levy fines?

Enforcement & Statistics

  1. Do you use an in-house team or a private enforcement company to issue fines for littering?
    • Littering fines can be served by technical Officers, but the vast majority of FPNS are served by private contractor
  2. How many Fixed Penalty Notices (FPNs) for littering did you issue in 2024/2025 (to date)?
    • 1 January 2024 to 1 November 2025 - 289
  3. How many Penalty Charge Notices (PCNs) for car parking did you issue in 2024/2025 (to date)?
    • 2024 - 5,366
    • January to August 2025 - 3,796

    • Just over 1,600

    • 9 bins removed in the last 12 months, prior data not available.

Litter Clearance Costs

  1. What was your annual spending on litter clearance in 2024/2025 compared to 2014/2015?
    • Litter clearance is a statutory duty and costs is factored into annual budget. 

Fly-tipping

  1. How many people did you catch fly-tipping in 2024?
    • The council officers have not observed any persons fly tipping so we have not caught any one in the act. We have taken enforcement when evidence provided meets the threshold.
  2. How many FPNs did you issue for fly-tipping in 2024?
    • 122 for the calendar year 2024
  3. How many of the FPNs issued for fly-tipping were paid?
    • 53 for the calendar year 2024
  4. How many people did you prosecute for fly-tipping in court in 2024?
    • Nil
  5. How many of the court prosecutions resulted in a custodial sentence for fly-tipping?
    • Nil
