This is an information request relating to complaints received about second homes.

Please include the following information for the following financial years, 2023/24 and 2024/25, 2025/26 to date:

  • The number of complaints received by the council relating to second homes. 
  • If recorded, a breakdown or summary of the types of issues raised in these complaints (e.g. disputes over second home classification, objections to second home premiums, requests for reclassification as sole or main residence, etc.)
  • Please include any copies of any complaints (with redactions made to ensure confidentiality is maintained).

I am writing to complain regarding the amount of council tax being charged on a deceased person property. MR x passed away and had been in a care home for 5 years the property concerned was a new build and he never actually moved in at the time I held the LPA so dealt with his finances the council deemed this still as a second home so all the time whilst in care I paid the tax up to this April the council was notified he had passed away when I received a new council tax bill for double the amount for a second home for this year I rang to notify that his cannot be a second home for someone has died but got no other decision I told them that all his assets including the property is going through probate so nothing can be done with the property but still no other response I passed the letter with council tax charge to the solicitors who are dealing with the probate they sent a letter to Rushcliffe but the return letter stated still that this is a second home how can a deceased person who no longer lives in a care home still be charged for a second home
