Strategic land availability assessment

The Strategic Housing Land Availability Assessment (SHLAA) is a technical assessment of sites that may have the potential for future housing development. As a background document it helps inform the plan making process.

It is important to note that the SHLAA does not determine whether housing will be built on a particular site. Any such decision will be a matter for the Borough Council to make through a statutory Development Plan Document and/or the planning application process.

Future Reviews

The SHLAA will be reviewed annually. As such, new sites will be accepted to be assessed for housing development at any time, to be held on file until a review begins. To submit a site for assessment please download and complete the SHLAA site submission form . The completed form should be sent to Phillip Marshall, Principal Policy Planner:

Methodology

  • The Council’s have progressed the Strategic Housing Land Availability Assessment study in accordance with the Strategic Housing Land Availability Assessment Practice Guidance (July 2007) issued by the Department for Communities and Local Government.

The partner authorities have used the Strategic Housing Land Availability Assessment Practice Guidance to produce a Strategic Housing Land Availability Assessment Methodology. The draft methodology was subject to a period of consultation between Monday 21 January 2008 and Monday 18 February 2008. A SHLAA final methodology was produced in July 2008.

In addition, the Planning Advisory (PAS) have produced a clear, simple guide to the Strategic Housing Land Availability Assessment process and how the preparation of the assessment and development plan documents relate to each other - see the PAS guidance document - strategic housing land availability assessment and development preparation.
