Core strategy
The Core Strategy is the key strategic document of the Local Development Framework.
The first stage of the Core Strategy was the issues and options, which was consulted on in summer 2009. The second stage, the option for consultation, was consulted on in winter/spring 2010. The Council is now considering the responses received and the implications of the Regional Plan being revoked.
In producing the Core Strategy, Rushcliffe Borough Council is working with other Greater Nottingham councils (Broxtowe, Erewash, Gedling and Nottingham City) to align their Core Strategies and coordinate work.
Rushcliffe Publication Core Strategy
Rushcliffe Borough Council published the Rushcliffe Publication Core Strategy Development Plan Document (DPD) for a 6 week period for representations to be made. The consultation period ran from Friday 23 March 2012 until 5pm on Tuesday 8 May 2012.
The Core Strategy sets out the vision and strategy for growth and development in Rushcliffe up to 2026. It covers the broad locations of development and includes strategic policies for housing, business, retail and transport.
The main development proposals contained within the plan are that by 2026 there will be:
- 2,500 new homes, new employment (20 hectares) and associated facilities on land immediately to the south of Clifton (within Barton in Fabis Parish)
- 1,200 new homes, some new employment and associated facilities on land off Melton Road, Edwalton
- 1,000 new homes, new employment (15.5 hectares) and associated facilities on land north of Bingham
- 550 new homes, new employment (6.5 hectares) and associated facilities at the former RAF Newton
- 470 new homes, new employment (4.5 hectares) and associated facilities at the former Cotgrave Colliery.
It is also proposed that there will be growth around the following villages at locations yet to be identified:
- East Leake – minimum 400 homes
- Keyworth – minimum 450 homes
- Radcliffe on Trent – minimum 400 homes
- Ruddington – minimum 250 homes.

What happens next?
All representations we receive will be submitted to a Planning Inspector together with the Rushcliffe Publication Core Strategy and associated documents. The Planning Inspector will then conduct a public examination of the Rushcliffe Core Strategy. It can only be adopted if it is found to be ‘sound’ at examination.

A fresh approach
What is the Fresh Approach?
Last year the Borough Council asked for your views on where significant development over the next 15 years might take place. We were asking this because the previous government had set us a housing target and we were responsible for making sure that this target was planned for. Since then there has been a significant change.
The new government is dropping the top-down housing target and, at the same time, giving the Borough Council and local residents more control to decide how much new housing and related growth is needed locally and where it might go. Before these important decisions can be taken we need to work with you to find out a little bit more about what you think about the future of your settlement. From previous consultations we have received a lot of feedback on previous proposals for two urban extensions at Gamston and Clifton. Over summer 2011 we ran a series of workshops with local communities finding out what people thought about growth in communities and where new homes are needed.
A number of profiles were put together to give people more information. These profiles include East Leake, Keyworth, Radcliffe on Trent, Ruddington, Cotgrave, Bingham and Rushcliffe.
Climate change consultation
Together with other Greater Nottingham councils we want to reduce the impacts of climate change locally. A draft climate change policy was consulted on in February 2010. Comments from last year's consultation showed there was generally support for the policy's aims, but there was some criticism that it did not clearly justify why targets were being proposed in advance of national policy and whether the targets were commercially viable.
We have redrafted the policy and consulted on this during the summer of 2011. The redrafted policy can be viewed on the Rushcliffe Borough Council consultation portal. The comments received through the consultation are currently being considered. A final draft version of the whole Core Strategy will be consulted on formally during the winter of 2011-12.
Option for Consultation February 2010
The Option for Consultation document was prepared using comments made during the 2009 Issues and Options consultation and uses government guidance and technical evidence prepared by the Local Authorities. The document includes a vision and a detailed planning strategy for Greater Nottingham and contains 19 policies to bring about the vision.
There are three sections:
- Section 1 introduces the Aligned Core Strategy and 2010 Consultation.
- Section 2 looks at the character of Greater Nottingham and outlines a vision for how it could change. There is a 'Local Distinctiveness' section for each Borough.
- Section 3 is a delivery strategy to realise the vision outlined in Section 2. There are core policies in four areas: Sustainable Growth, Places for People, Our Environment and Making it Happen.

Interim sustainability appraisal report
Information on the sustainability appraisal of the Core Strategy.
The Interim Sustainability Appraisal (SA) Report accompanying the Core Strategy Option for Consultation document follows on from the Scoping stage (see below). The SA interim report tests the Core Strategy spatial objectives against the Sustainability Appraisal Framework and the options for the Core Strategy have now been developed. The report has recommended the most appropriate options to take forward in the Core Strategy. A SA interim report non-technical summary and full document can be downloaded. The consultation period ended on 12 April 2010.
Scoping Report
The first stage of the SA process involves the production of a Rushcliffe Borough Council Core Strategy SA scoping report. This was produced for consultation between 15 June and 14 August 2009.Equality impact assessment
Greater Nottingham aligned core strategies equality impact assessment phase 1 report.
As part of meeting the requirements of the Public Sectors duties and the new Equality Act, the Local Authorities have worked together to produce an Equality Impact Assessment of the Aligned Core Strategies. This work has been co-ordinated by Gedling Borough Council.

Scoping Report
The first stage of the SA process involves the production of a Rushcliffe Borough Council Core Strategy SA scoping report . This was produced for consultation between 15 June and 14 August 2009.
Interim Report
The second stage of the SA was the SA interim report. This accompanied the Core Strategy Option for Consultation document. Both documents were published for consultation in the Spring of 2010.
Further Interim Report
The Sustainability Appraisal Interim Report 2011 assessed the cumulative impact of the Option for Consultation policies. This Further Interim Report has been used to help develop the Publication Stage of the Core Strategy.
