Motor salvage operators
Motor Salvage Operators are regulated under the Motor Salvage Operators Regulations 2002 Vehicle (Crime) Act 2001.
A person is classed as a motor salvage operator if the following apply:
- Recover for reuse or sale, in whole or part, salvageable parts from motor vehicles and sell or otherwise dispose of the rest of the vehicle
- Mainly or wholly buy written-off vehicles and repair and resale the same vehicle
- Mainly or wholly sell or buy motor vehicles that re to be subject to any of the two activities above
- Carry out activities that fall under the latter two points.
The current registration fee is £55 and is valid for three years.

How will my application be evaluated?
Applications for registration should be sent to authority together with the fee. Applications for registration must comply with any requirements set by the council They will carry out a fit and proper person check on the applicant.

What happens next?
The local authority will consider the application in light of checks made. Applications will be refused if the local authority is not satisfied that the applicant is a fit and proper person to carry on the business as a motor salvage operator. The authority will take into account any relevant previous convictions.
If an application or a renewal application is refused the authority does not have to consider any applications by that person for three years.
The authority may cancel a registration and does not have to consider any application for registration from a cancelled operator for three years from the date of cancellation.
What if my application is refused?
If the local authority intends to cancel or refuse an application they must serve a notice on the applicant or operator giving details of what is proposed, the reasons for it and a period for representations. This period must not be less than 14 days from the date of service.
If an application is refused please contact the local authority in the first instance. If the application wishes to appeal against the refusal to grant this should be via the local Magistrates Court within 21 days of the notification of refusal being served.
