This is because of a Government requirement that around a further 12,000 new homes need to be built. New jobs, shops, leisure facilities and infrastructure improvements will also have to be provided for.
The Core Strategy is the primary document for setting out the how the Borough Council will accommodate this growth.
The first stage of the Core Strategy was the Issues and Options which was consulted on between 15 June and 4 August 2009. Further details on this stage can be found here. The second stage, the Option for Consultation, was consulted on between 15 February 2010 and 12 April 2010. Further details on this stage can be found here. The Borough Council is now in the process of collating and summarising the responses received through this consultation.

Sustainability Appraisal
Interim Sustainability Appraisal
The Planning and Compulsory Purchase Act requires that the documents within the Local Development Framework must be subjected to a Sustainability Appraisal (SA). This process must be undertaken during all stages of producing each document, and is intended to ensure the principles of sustainable development are taken into account. The SA process also incorporates the requirements of EU Directive 2001/42/EC, which requires formal strategic environmental assessment of plans and programmes likely to have a significant effect on the environment. An Interim Sustainability Appraisal Report has been produced to accompany the Core Strategy Option for Consultation and can be found here.
